Even if various technical and operational measures have to be observed for safe and fault-free operation and the selection of suitable materials together with the right design rank among the paramount and essential functions, it must not be overlooked that the operational reliability and availability of a system are also influenced by careful and conscientious handling of the materials during manufacture and installation. Construction and installation supervision as recommended by and performed in accordance with this and other standards published by vgbe energy e.V., requires measures for water-tube boiler components in addition to those stipulated in the technical Standards normally applied – these being predominantly EN 12952.

This standard gives the customer the opportunity to monitor the manufacture of a water-tube boiler system or its components. This can contribute to possible defects in engineering and in manufacture and assembly, which may affect the subsequent availability of the system in one form or another, being detected and rectified in good time. It can only be of value to the contractor if, in addition to his own checks during manufacture and installation, the additional supervision arranged for by the customer leads to the detection and avoidance of any quality deviations which may remain. Construction and installation supervision by the customer does not however relieve the contractor of responsibility for taking all action necessary to ensure the agreed and specified quality.
