This VGB-Standard on construction and installation supervision in the manufacturing and assembly of water-tube boilers and associated systems in thermal power plants has been revised in intensive discussions between the Fachverband Dampfkessel-, Behälter- und Rohrleitungsbau e.V. (FDBR – Association of Steam Boiler, Pressure Vessel and Piping Manufacturers) and VGB PowerTech e.V. (VGB) and has been endorsed by the FDBR. The purpose of this VGB-Standard is to assist in securing the quality expected and required by the plant owner or operator as the customer.

The market situation is

The fuel grinding system deserves special attention when planning a boiler system. It is crucial for operational safety and requires careful maintenance and ongoing servicing. The standard is a working document and contains technical information that should be observed when planning, ordering, operating, maintaining and repairing grinding systems.

Recent experiences from new-build and retrofit projects clearly show the negative consequences of introducing immature products, as a result of poor planning and execution quality, of blind faith in modern design tools and quality certificates and, last but not least, from a frightening loss of basic craftsmanship skills.

For the installation of grinding plants, construction and assembly supervision by third parties (e.g. vgbe, TÜV, etc.) is recommended if the customer cannot organise this with his own personnel. Random inspections at the manufacturer's production facilities are essential.

Against this background, company-specific quality assurance guidelines shall be in place and must be applied when ordering new grinding plants. The corresponding vgbe/VGB standards can also be used for this purpose.

Experience shows that cost savings in manufacture are essentially implemented at the expense of quality. Stipulation of quality assurance measures by the customer, from the tendering process to final inspection, is therefore essential. This standard is a suitable basis for achievement by customers and contractors of the required quality.

This standard covers the processes from ordering to placing on the market of the water-tube boiler and its system components. Placing on the market is completed with the commissioning test to Section 15 of the German Ordinance on Industrial Safety and Health. The process of commissioning is not covered by this standard.
